Karl Finch, a 13-year-old from Taylorsville, has passed away after being struck by a car while Trick or Treating.
From his family, "Karl is the oldest of four children. He is a straight A student. He has studied Mandarin Chinese for six years and consider to be proficiently fluent In reading, writing and speaking."
